It is not necessary to pay because where you will spend the night is what determines whether or not you will pay. Visitors who need to stay and spend their night in accommodation inside the Arusha national park are the ones required to pay the concession fees, however you can avoid this cost by spending the night in accommodation outside the park like in Arusha town since the park is just few kilometer away from the Arusha town.
